My baby's chin gets more milk then her mouth.?

My four week old uses Soothie bottles. It seems like more milk gets on her clothes, bib, and neck than in her mouth. We were using the stage 1 but the doctor told us to use stage 2 when we told him about this problem. She is still losing the milk though. Its been so long since I've fed a newborn I can't remember if this is normal for them to lose that much milk. I know there is some dribble, but is that much normal? She also uses Soothie pacifiers so she is used to the nipple, so I don't think that is the problem.
